Briefing note, 28 October 2026
Aliko Dangote's group acquired about 24.76% of Kenya Pipeline Company for roughly $327 million (around Sh42.5 billion) while its $16 billion Lamu refinery is under construction. The note reads the deal as refining plus midstream integration, not an upstream position, and sets out the open questions on tariffs, third-party access, regulation and the shareholding terms. Added sections set out what the transaction figures can and cannot show, the governance tests that experience of state asset sales sets, and the data that would let the questions be answered.

What the figures can show, the tests that experience of state asset sales sets, and the data that would answer the questions.
