A planned $16 billion, 700,000 barrel-a-day refinery and petrochemical complex in Lamu, led by Aliko Dangote's Dangote Group with the Africa Finance Corporation. At UNGA 81 in New York President Ruto said Kenya would break ground within a week, and he met Dangote and AFC there on financing (21 Sept).
Engineers India Limited (EIL), the Indian state-owned engineering consultancy, disclosed in an exchange filing on 22 September 2026 that Dangote Group had signed a contract agreement worth more than $450 million (about KSh58 billion) to engage it as Project Management Consultant (PMC) and Engineering, Procurement and Construction Management (EPCM) consultant for the planned 700,000 barrel-a-day refinery and petrochemical plant in Kenya. EIL held the same roles on Dangote's Lekki refinery in Nigeria.
